Ambassador Leonardo Bencini’s statement at the Meeting of the Group of Governmental Experts on Lethal Autonomous Weapons Systems (LAWS).

GGE LAWS

The meetings of the Group of Governmental Experts on Lethal Autonomous Weapons Systems (GGE LAWS) began today at the Palais des Nations in Geneva, within the framework of the Convention on Certain Conventional Weapons (CCW). This group, established in 2016 and whose mandate was last renewed in 2023 for another three years, discusses emerging technologies related to lethal autonomous weapons systems, also known as “LAWS”. In 2019, the group established eleven Guiding Principles to provide recommendations on the regulatory and operational use of these technologies. The GGE LAWS will present its conclusions at the next Review Conference of the CCW in 2026. The aim is to develop a tool to regulate the use of LAWS. Italy supports the so-called “two-tier approach” to ban systems that cannot comply with international humanitarian law and to regulate others.
