Transparency in armaments. Debate at the Conference on Disarmament (CD)

During the debate on “Transparency in armaments” at the Conference on Disarmament (CD) on Thursday 30 May, the Permanent Representative of Italy to the CD, Ambassador Leonardo Bencini, emphasized the crucial role of transparency in fostering trust among States and facilitating dialogue and negotiation. Recognizing transparency as a fundamental principle in the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), he underscored the importance of integrating it with verification and irreversibility. Ambassador Bencini underlined Italy’s pledge to support the strengthening of the NPT Review Process and mentioned the broad support some of the proposals on transparency, reporting and accountability gathered at the meeting of the ad hoc Working Group in Vienna in July 2023, although there was no consensus in the end. Finally, Ambassador Bencini highlighted the challenges posed by new technologies and their potential to improve transparency in nuclear disarmament verification.
