The Eleventh Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT) is taking place in Geneva these days. The Treaty is the main multilateral instrument for regulating the international trade in conventional arms, in line with the highest standards for the protection of human rights and international law. It also aims to prevent the illicit trade and diversion of weapons. Among the issues addressed during the Conference will be the universalization of the Treaty (which currently has 116 States Parties), transparency, and relations with industry.
During the general debate, Ambassador Leonardo Bencini, Permanent Representative to the Conference on Disarmament and Head of the Italian Delegation, recalled Italy’s strong commitment to supporting the Treaty, having been one of the first countries to ratify it. “Alongside important achievements, we are still facing significant challenges. Too many countries—importers, exporters, and transit States—remain outside of it. Expanding participation is essential for global security,” said Ambassador Bencini, announcing Italy’s accession to the UK-led “Friends of the ATT” initiative, which brings together a small group of States dedicated to strengthening various aspects of the Treaty’s implementation.
The work of CSP11 will conclude on 29 August.
