In his statement, Ambassador Tomaso Marchegiani first highlighted the deterioration of the international security environment, including as a result of Russia’s war of aggression against Ukraine, reaffirming the central role of diplomacy and multilateralism. He highlighted the achievements of Italy’s 2025 Presidency of the Conference on Disarmament, denouncing Russia’s continued obstruction of the admission of observers and the use of consensus as a veto tool.
He also underscored the progress made in negotiations on lethal autonomous weapons systems (LAWS) and the prevention of an arms race in outer space (PAROS), calling for the same constructive spirit in the work of the First Committee. He further reaffirmed Italy’s commitment to nuclear disarmament, strengthening the Biological Weapons Convention (BWC), and humanitarian disarmament.
